[請益] 電子商務或觀光簽證

小弟將於七月去澳洲perth開會
之前再想說應該要辦哪種簽證，觀光或商務
後來上網查發現電子簽證不用錢！！
因為需要邀請函的證明，於是我就又翻了一下之前會議寄給我的信，部分內文如下：
IMPORTANT: It is the policy of the conference organisers not to supply an
invitation letter to unpaid or unregistered participants. Upon payment of
registration, the participant will receive a confirmation letter of acceptance
of registration and receipt of payment.
For visa applicants not eligible for Electronic Travel Authority (ETA) visas,
a list of all paid registered delegates will be forwarded to the Department of
Immigration and Citizenship to assist visa applications.
意思是說我"不能"申請電子簽證嗎？！
以下是我的打算：
1. 硬申請電子商務簽證。
（怕說他們有我的資料，不能申請）
2. 申請觀光電子簽證
（一樣怕有我的資料，被退件）
小弟很窮能省則省阿，但是又怕被退件後，之後再申請紙本的話會不會很難過，
或是不讓我過＠＠
