I think this is not just due to culture.
The current laws are not protecting employees too much.
The current government has done any progress on weekly working hours.
Quite disappoint...

This is quite reasonable.
What else can be more important than family?
In fact, working over-time can only be a temporary reaction.
Regularly over-time working is not the same as working at flexible hours.
If an employer asks his employees to work over-time this week, they should
be given more holidays to make the total annual working hours under the
regulation limitation.
To ask employees working over-time daily is actually against the laws.
Also the union should do something for this (e.g. strike).
However, The current Taiwanese governemnt seems to be a government of/for rich
people. As long as they maintain good relation with capitalists, do not
expect too much progress on labour issues.
Also, don't believe over-time working will make the economy better.
When you get a people doing two's job, then it could make the unemployment
more serious and less consumption. Only the employers are happy, because they
pay less labour cost. Surely, working over-time may get your company earning
more money. However, if that company is not your company, it is not worthy,
not least more worthy than your leisure time, health and your family.
Who will pay your extra cost if any of them goes wrong? Think.
