[北美] An H4 Visa Question

I need some suggesstions for the following situation~ Sorry I can't type in Chinese now, but can see it~ I am an H1B holder and just got married lately. My husband got a problem when applying for an H-4 at AIT. A consular officer gave him the "yellow paper." The problem came from his previous F-1 record. His OPT expired this July and he transferred to and enrolled in a private institution in NYC for some language program. After we got married two weeks ago, we decided that he withdrew from the program and went back to TW to visit family and get an H-4 (I thought it'd be faster to do it at AIT than a change of status in the U.S.) He asked the private school for a document with an end date of his current F-1 and received a letter with a termination date but also with a remark "poor attendance," which was kinda true but not as bad as it seemed (our bad tho...), because the school didn't terminate him first. It's my husband, who asked for it as proof of an end date. My husband didn't want to present it to AIT, but... the bad thing was the officer did ask him whether he had proof of completion/withdrawl for the study in this private school so he had no choice but to show this letter. AIT was not happy about it... Now he's kinda like denied.... AIT asked for a school letter of intended course of study and an official attendance report to make another decision. He doesn't need to pay the application fee again or make another appointment. How likely is he to get an H-4 now since we did get married? Any suggestions for him to go to AIT next time? Please~ Thank you all in advance~~~ I know we were stupid enough to decide on his going back and not holding on to the end of the program. More importantly, not maintain the status well. I also thought H-4 was a safe type of visa and overlooked the fact that AIT looks at history. I felt regret... I want my baby back !_!
