我也有一樣的問題,寫信問了加拿大台灣辦事處,回答如下
The key question is what passport you will be using to travel. If you
are on a Taiwanese passport, you will require a Temporary Resident Visa
(TRV). If you already possess a TRV that will cover the period of travel
and allow your re-entry, you do not need to apply for a new one (even if
it is coded as a V-1 visitor counterfoil). If your previous TRV is
expired, you will need to obtain a new one. This may be done by applying
to our office in Taipei, or to one of our offices in the USA (I am
assuming you are in Canada).

website in Taiwan (www.canada.org.tw) for information on how to apply
and for updates / announcements (for example, we are moving to a new
office).
