Equinox is famous for its view but food is so so in my opinion. By the
way, buffet is only available for lunch.
Fullerton also offers buffet somewhere on the first floor. I went there for
dinner; not sure if they have lunch buffet. Food is so so but the view
is good (Singapore River).
If you go for good food, you may consider:
The Line at Shangrila Hotel and Melt at Mandarian Oriental.
If you like Dim Sum Buffet which is only available on weekends, Cherry
Garden is a very good choice.
