I agree with you.
In fact, English is very important to Korean recently.
Especially to university students before they graduate.
They study English very hard in order to get high gress in the TOEIC exam.
My boyfriend(an American) usually talk to korean in English
and most of them can understand what he says.
He told me when he walk in the street or subway, Koreans usually want to
talk to him and make friend with him.
One time when I was with him in the bus, there were some Korean junior
high school girls talked to us with English.
It was an interesting experience.^^
