Good point. But your argument is vulnerable to endogenity issue.
In my opionion, the underlying factors dominate, such as market supply
and demand (local or global market competition), industry practice
and how badly your employer would like to get you. In my profession,
Singapore provides a more generous package than Hong Kong.
Based on my personal experience, Singapore is in a better position to
attract Indians than Hong Kong. Singapore is their second best choice
when it comes to studying overseas. Chinese, however, prefer to choose
Hong Kong over Singapore.
